The Escobal silver mine (Minera San Rafael, Santa Rosa/Jalapa) was suspended in 2017 after protests and consultations; groundwater is among the Xinka people's concerns and the consultation remains unfinished. As of August 2026, 18 consultations with indigenous peoples over extractive projects are still pending (Prensa Comunitaria, 11 Aug 2026). The dossier's pattern: conflicts break out where industry competes for visible surface water (rivers) or where no consultation took place; the urban industrial well causes almost no social conflict, but it does carry the physical risk of exhausting the aquifer.
