The Supreme Court of Justice provisionally suspended the Oxec I/II licenses in an amparo action for failure to consult the Q'eqchi' people (ruling of 4 January 2017). The Constitutional Court (joined case files 90-2017, 91-2017 and 92-2017, 26 May 2017) allowed operations to continue, on condition that the consultation be held within 12 months. No source consulted invokes 'national interest' (the audit corrected that version; consistent with dossier 23 §2.1). The Q'eqchi' conflict persists: a community leader was convicted and released in 2022. SICA was unavailable during the audit of 2026-08-22.
