As of 17 Aug 2026 the committee still 'awaits transfer of the file', had set no timetable, and some deputies want it socialized before an opinion (La Hora, 17 Aug); the audit corrected an earlier version dating the referral to 11 Aug. The main criticism is centralization in a National Water Superintendency with little municipal participation; CACIF wants a technical working group. It would create the Superintendency, a rights register and a progressive fee on large users. Status: no timetable for an opinion; track it at congreso.gob.gt (search 6816).
