Fifteen points remain open: EMPAGUA's commercial/industrial tariff by band; the cost of the municipal drilling license by municipality; the market price of drilling (Q per foot or Q per meter); the water-to-beverage ratio at CBC and Cervecería; AMSCLAE's rules on drilling in Atitlán; the exact ranges of fines under the penalty regime (Decree 68-86); the water consumption of the Tigo Fraijanes and Claro data centers; an official water balance by basin later than 2013; the national hydrogeological map with aquifer productivity (MAGA/INSIVUMEH); the tariffs of the private industrial parks (Michatoya, Zeta La Unión); compliance with AG 236-2006 in Amatitlán (AMSA's register); the article of AG 236-2006 that sets the two annual samplings; the magnitude of the La Pasión river ecocide (tonnes and km); the source of the phrase 'a 40-year debt'; and the text of AG 137-2016 as amended by AG 317-2019.
