PIPAA (the Integrated Agricultural and Environmental Protection Program) is a program endorsed by MAGA and attached to VISAR's Plant Health Directorate that provides sanitary and phytosanitary inspection and pre-certification of farms, packing plants and shipments under work plans agreed with importing countries; it has two coordination units (Phytosanitary Certification, and Agricultural Food Safety). Between 3 January and 30 September 2025 it served 90 exporting companies (peppers, tomato, plants for sowing, seeds, papaya, rambutan, among others) shipping to more than 70 countries, mainly the United States, Canada and the EU. If a crop has an official program (avocado, mango, rambutan, peppers, tomato, papaya), the farm and the packing plant must be enrolled in the corresponding PIPAA work plan.
