A foreign investor deals with three layers. The public one: the Ministry of the Economy (MINECO) as the lead body for investment and trade policy, with PRONACOM (competitiveness and technical support for promotion), Pro Guatemala (the central government's FDI attraction agency, created in 2024), the Single Window for Investments, ANADIE for public-private partnerships and ZOLIC for the free zone and the ZDEEP zones. The private one: Invest Guatemala, a promotion agency driven by FUNDESA, AGEXPORT and CACIF under the 'Guatemala No Se Detiene' plan. The trade-association one: CACIF, the Chamber of Industry, the Chamber of Commerce, AGEXPORT, AmCham and 12 binational chambers grouped in ASCABI. The public/private duplication is real and deliberate: the Arévalo government created Pro Guatemala in 2024 alongside the private agency that already existed.
