A reform of the PPP framework was indeed put through, meant to speed up the preparation, structuring and financing of projects; the Congressional Economy Committee issued a favorable opinion in January 2025. The dossier had recorded the reform as 'Decree 21-2025', approved on 25 November 2025 and published in December 2025, but the 2026-08-19 audit found that none of the cited sources supports that number or those dates (the Villalobos piece is from January 2025 and Prensa Libre covers only the committee opinion); they have to be checked against the official gazette. What the press did confirm (Prensa Libre, 20 July 2026) is the name ANI - National Infrastructure Agency, 'responsible for promoting projects under the public-private partnership scheme', with an open call for a new executive director.
