The Public Special Economic Development Zones (ZDEEP) are extra-customs zones that ZOLIC is authorized to establish anywhere in the country under Decree 30-2008, which amends Act 22-73. The number was confirmed in the 2026-08-19 audit: ZOLIC cites it verbatim ('Decree 30-2008, which amends Act 22-73 of the Congress of the Republic of Guatemala'); the label '30-2018' that appears on PRONACOM's ZDEEP fact sheet (a 2020 PDF) is a typo. PRONACOM publicizes the ZDEEP regime alongside the free zones (Decree 65-89) and the 29-89 regime.
