The large-user threshold is demand above 100 kW. With that status a company buys directly from generators or traders at a freely agreed price — price, volume, term and conditions are negotiated by contract — outside the regulated tariff; it requires registration with MEM and enrollment with the AMM. As of 1 April 2025 there were 1,410 registered large users, and in 2025 they consumed 4,399 GWh through traders, 27.9% of national consumption: the free market is material for any industrial operation. MEM's instruction manual for large users was located by URL but its content has not been reviewed.
