Congressional Decree 65-89, the Free Zones Law, creates delimited areas under a special customs regime, public or private, intended for production and marketing for export and for services linked to international trade. The Ministry of the Economy (MINECO) certifies both the zones and their users through its Directorate of Trade and Investment Services, and the tax authority (SAT) exercises customs control. The official text is published by MINECO. No public online listing of the certification resolutions in force was found; the data phase must request it from MINECO or look for it on its transparency portal.
