ZDEEPs (Public Special Economic Development Zones) come out of the 2008 reform of the ZOLIC law (Decree 30-2008), which allows the ZOLIC model to be replicated anywhere in the country: delimited extra-customs zones, authorized by the ZOLIC Board of Directors and enabled by the tax authority (SAT) as Auxiliaries of the Public Customs Function. The decree number appears in secondary press coverage and is confirmed in the amended legal text published by Vestex (verified in the audit of 2026-08-19); only the check against the Diario de Centro América is missing. The authorization and enablement regulation is ZOLIC Board of Directors Resolution 433-42-2010, according to the copy published by CRETEC; the exact number must be verified in the PDF.
