ZOLIC is the Santo Tomás de Castilla Free Industry and Trade Zone, a decentralized, semi-autonomous state entity created by Congressional Decree 22-73 in 1973, next to the port of Santo Tomás de Castilla in Izabal. It is governed by its Board of Directors, which since the 2008 reform (Decree 30-2008) also authorizes ZDEEPs anywhere in the country. Decree 22-73 and its 30-2008 amendment were verified in the audit of 2026-08-19 against the legal text published by Vestex; checking against the Diario de Centro América is still pending.
