It is the Regulation on Wastewater Discharges and Reuse and Sludge Disposal, in force since May 2006, and today the only national water obligation with teeth. Every generating entity must draw up a Technical Wastewater Study (ETAR) characterizing its effluents, discharges, reuse water and sludge, with technical endorsement, and keep it available to MARN. It set a staged reduction of loads (BOD and the other parameters) in four stages from 2011; the final phase, with full parameters, has been mandatory for private generating entities since 2 May 2024. Municipalities obtained an extension to 2 May 2025 through AG 285-2022, for municipal systems only. For foreign investment held to ESG standards it is the design floor for any industrial wastewater treatment plant (PTAR).
