The dossier summarizes six scenarios. An urban property recorded at the RGP in a cadastred zone: low risk, because the folio real and the cadastre are reconciled. A rural property recorded in an uncadastred zone — most of the country — : medium risk, since the physical boundaries may not match the register. Unrecorded possessory rights: high risk, since what is bought is possession rather than ownership, and supplementary titling takes years. Coastline, lake shore or navigable riverbank: no private ownership is possible, only an OCRET lease. The rural 15 km border strip: closed to foreigners and to companies with foreign shareholders. Land originating in a state grant or lying in an agrarian-conflict zone: high risk, from restrictions on transfer, community claims and evictions.
