The framework is the Partnerships for the Development of Economic Infrastructure Act, Decree 16-2010. ANADIE is the executing agency, under the direction of the CONADIE council. The permanent executive director is appointed through a competitive selection process for a six-year term; in 2025 the acting executive director was Kevyn Valencia. After the 2025 reform the entity appears in the press as ANI (the National Infrastructure Agency), with an open call for a new executive director according to coverage of 20 July 2026; the permanent appointee remains to be confirmed.
