Laws: Decree 9-98, the Foreign Investment Act (national treatment); Decree 29-89, the Export and Maquila Activity Promotion and Development Act; Decree 65-89, the Free Zones Act; Decree 22-73, the ZOLIC Organic Act; Decree 30-2008, which authorizes the ZDEEP zones (number confirmed in the audit; the '30-2018' label on the PRONACOM fact sheet is a typo); Decree 16-2010, the Partnerships for the Development of Economic Infrastructure Act; and a reform of the PPP framework put through in 2025 whose number ('21-2025') and dates remain unconfirmed.
