ZOLIC is a decentralized, semi-autonomous state entity created by Decree 22-73 (the ZOLIC Organic Act, 1973). It runs the Santo Tomás de Castilla Free Trade and Industry Zone, adjacent to the port of the same name in Izabal and operating since 1981. Under Decree 30-2008 it is also authorized to establish ZDEEP zones anywhere in the country. The name of the current general manager was not found in dated sources.
