The dossier leaves fourteen explicit gaps. The main ones: there is no public official listing of free zones in force with the Ministry of the Economy's (MINECO) resolutions (only the press count of 5, April 2024); the complete register of the ~20-23 ZDEEPs with resolution, tax authority (SAT) enablement date, hectares and operator was not obtained (only 7 identified; the MINFIN and PRONACOM PDFs could not be extracted); Decree 30-2008 still needs checking against the Diario de Centro América; the areas of each ZDEEP are blank on the ZOLIC factsheets; no park (Michatoya, Tecnopark, Zeta, Multinova, InnovaPark, Unisur, CAES, La Ceiba) publishes prices; there is no public industrial market report from a consultancy, nor class B office rent; the CGC cost series is not downloadable; the Izabal ZDEEPs other than Santander were not located; there is no evidence of parks called 'Green Park' or 'Meridian' in Guatemala (Green Park corresponds to Barranquilla, Colombia); ZOLIC's 2026 status is unknown; there is no benchmark for industrial land price by corridor; the elimination of the Commercial User category by Decree 6-2021 is unverified; and the ZOLIC figures for Puerta del Istmo (Q20.2 M; 1,550/6,200 jobs) cannot be re-verified because of a 404.
