3 topicsGuatemala offers three physical-and-legal vehicles for setting up a plant or a warehouse: (1) free zones under Decree 65-89; (2) ZOLIC and the ZDEEPs (Public Special Economic Development Zones) under Decree 22-73 and its amendments; and (3) private industrial or logistics parks with no special tax regime, which in some cases overlap with a ZDEEP (Michatoya Pacífico among them). As of April 2024 five free zones were operating, all privately run, with 128 user companies (Soy502); as of September 2025 there were three ZDEEPs in operation and open to clients: Puerta del Istmo, Michatoya Pacífico and Zona Libre Quetzal (Prensa Libre). No private park publishes rates: all require a commercial enquiry.

The dossier leaves fourteen explicit gaps. The main ones: there is no public official listing of free zones in force with the Ministry of the Economy's (MINECO) resolutions (only the press count of 5, April 2024); the complete register of the ~20-23 ZDEEPs with resolution, tax authority (SAT) enablement date, hectares and operator was not obtained (only 7 identified; the MINFIN and PRONACOM PDFs could not be extracted); Decree 30-2008 still needs checking against the Diario de Centro América; the areas of each ZDEEP are blank on the ZOLIC factsheets; no park (Michatoya, Tecnopark, Zeta, Multinova, InnovaPark, Unisur, CAES, La Ceiba) publishes prices; there is no public industrial market report from a consultancy, nor class B office rent; the CGC cost series is not downloadable; the Izabal ZDEEPs other than Santander were not located; there is no evidence of parks called 'Green Park' or 'Meridian' in Guatemala (Green Park corresponds to Barranquilla, Colombia); ZOLIC's 2026 status is unknown; there is no benchmark for industrial land price by corridor; the elimination of the Commercial User category by Decree 6-2021 is unverified; and the ZOLIC figures for Puerta del Istmo (Q20.2 M; 1,550/6,200 jobs) cannot be re-verified because of a 404.
The dossier proposes nine indicators. From the national statistics institute (INE), monthly and with a public endpoint (CKAN): construction_ipmc_index (IPMC, base December 2018 = 100) and construction_ipmc_yoy (year-on-year change). From ZOLIC/SAT, quarterly or event-driven and only on request or by scraping zolicguate.com: zdeep_authorized_count (authorized ZDEEPs) and zdeep_operating_count (SAT-enabled and operating). From the Ministry of the Economy (MINECO), annual and with no public endpoint: free_zones_active_count and free_zones_user_companies (press benchmark: 128 companies, April 2024). From JLL/CBRE, every six months via the LatAm office report: office_class_a_rent_usd_m2 and office_vacancy_pct. And one built in-house, quarterly and flagged tier c: industrial_rent_ca9_usd_m2, from sampling dated listings on EasyBroker, Mappi and Rialta. The free zones in operation
3 topicsAccording to a Soy502 report of 30 April 2024, five free zones are operating, all privately administered, with 128 user companies and more than 3,000 jobs. The 128 companies fall into 10 categories: manufacturing 43, chemicals/pharmaceuticals 23, textiles/apparel 22, agriculture 10, among others. These figures were verified against Soy502 in the audit of 2026-08-19. There is no official public listing from the Ministry of the Economy (MINECO) of the resolutions in force; the only count available is the press one.

The five free zones active as of April 2024 (Soy502) are: Ciplesa, in Colonia El Rodeo, Zone 7 of Guatemala City; Consigna, on the Pacific highway, Granjas Italia, Villa Nueva; Sadinsa, in Condado El Naranjo, Zone 4 of Mixco; Parque Zeta La Unión, at km 30.5 of the Pacific highway, Amatitlán; and Zofraco, in Zone 12 of Guatemala City. All are privately administered. The Ministry of the Economy (MINECO) is the certifying body, but no public online register of the resolutions in force was located.

Parque Industrial y Zona Franca Zeta La Unión, at km 30.5 of the CA-9 (the Pacific highway), Amatitlán, is operated by Grupo Zeta (headquartered in Costa Rica) and was the country's first private free zone. It combines an industrial park and a free zone under Decree 65-89, with on-site customs services and ample truck parking. Prices are not public; the commercial contact is info@zetaonline.com. 8 topicsPuerta del Istmo sits at km 249.5 of the CA-2 West, Pajapita, San Marcos, 1.3 km from the border with Mexico according to Prensa Libre. It is a multi-user park and was the first ZDEEP authorized by ZOLIC and enabled by the tax authority (SAT), although the Prensa Libre headline calls it the 'second development zone' to start operations, which needs reconciling. Investment at start-up was Q51 M (Q25 M executed plus Q26 M for a second phase), with a projection of 400 direct and 1,500 indirect jobs and a stated potential of up to 25,000; these figures were verified against Prensa Libre in the audit of 2026-08-19. The ZOLIC factsheet that carried different figures (Q20.2 M; 1,550 direct / 6,200 indirect) returned a 404 and cannot be re-verified.

Michatoya Pacífico, in Palín, Escuintla, on the Pacific highway, is a private multi-user development enabled by the tax authority (SAT) as an Auxiliary of the Public Customs Function since April 2021 — that is, it operates as a ZDEEP. As of June 2025 it had 23 companies installed and around Q1,000 M invested, within a 1,600 ha master plan; its general manager is José Pablo Salazar. The Michatoya figures were verified against Prensa Libre (27 June 2025) in the audit of 2026-08-19. Land and building prices are not public.

ZOLIC is the state free zone adjacent to the port of Santo Tomás de Castilla, Izabal, created by Decree 22-73. Wikipedia (an English-language stub) credits it with 22,000 m² of warehousing and 53,000 m² of open yard, with operations beginning in 1981; those figures and that year contradict the 1973 legal creation and must be verified against ZOLIC's annual report. The counts vary with the date and the definition. In May 2022 Prensa Libre reported 4 ZDEEPs operating (Puma 1, Miel Verde, Puerta del Istmo, Michatoya Pacífico), 6 in process and 2 under evaluation, US$100 M invested in infrastructure, a projection of US$2,000 M once 12 are approved, and 2,570 jobs in the operating zones. In February 2024 there were 22 registered ZDEEPs: 5 fully operating, 9 awaiting enablement by the tax authority (SAT) and 9 awaiting Board approval; 8 with ZOLIC clearance projected 2,707 direct and 6,034 indirect jobs, with a total estimated value of US$1,900 M. In September 2025 Prensa Libre counted 3 ZDEEPs 'operating and open to clients' (Puerta del Istmo, Michatoya Pacífico, Zona Libre Quetzal), with more than 5 million m² of combined industrial space and more than 5,000 direct and indirect jobs. The counts do not reconcile with one another because single-user zones such as Puma 1 and Miel Verde operate but are not open to clients; the data phase must ask ZOLIC for the official register with authorization and enablement dates by zone.

Zona Libre Quetzal is a private, operating ZDEEP in Barrio Peñate, Puerto San José, Escuintla, 4 km from Puerto Quetzal, 90 km from the capital and 5 km from the future cargo airport. It reports investment of more than Q200 M, 280 direct and indirect jobs and an on-site office of the tax authority (SAT). Prensa Libre counts it among the three ZDEEPs open to clients in September 2025. Prices are not public; the contact number is (502) 5528-7630. The figures come from the operator itself and from Invest Guatemala and were not audited.

These are two single-user ZDEEPs, operating since 2022 according to Prensa Libre (May 2022). Puma 1, in Escuintla, belongs to Puma Energy Guatemala. Miel Verde, in Río Hondo, Zacapa, belongs to Green Fabric and processes stevia; the Río Hondo project reported investment of Q26 M. Both count as operating in the 2022 and 2024 tallies, but they are not 'open to clients', which explains part of the differences between ZDEEP counts. Neither was audited.

ZDEEP A-1 NUMA is at km 65.7 of the CA-2 highway, Escuintla; it was authorized by ZOLIC with a declared initial investment of Q486,699,118 and admits industrial, commercial and service users; the operator is not documented. ZDEEP Santander is at km 292, Colonia Piedras Negras, Santo Tomás de Castilla, Puerto Barrios, Izabal; its official ZOLIC page returned a 404 on direct fetch and the location comes from the indexed snippet, so it must be verified. Neither was audited, and the hectare figures on the ZOLIC factsheets are blank.

10 topicsMichatoya Pacífico is in the municipality of Palín, Escuintla, some 60 km from Guatemala City and close to Puerto Quetzal via the Pacific motorway; the original Michatoya industrial park sits at km 37.3 of the road to San Vicente Pacaya, a figure from a tertiary forum that should be verified with the developer. Its master plan covers 1,600 ha with a ZDEEP, an industrial area, housing, health and retail. It offers industrial buildings from 6,000 m² with tax benefits, either as land or as a completed building (a promotional claim, to be verified), with the first phase of buildings projected for delivery in late 2026, according to Prensa Libre (27 June 2025). In June 2025 Prensa Libre reported two Korean textile anchors at Michatoya Pacífico: Hansae, with US$25 M, 500,000 m² and 8,000–10,000 direct jobs, starting in 2026; and ShinWon, with US$12.5 M, 250,000 m² and 4,000 jobs. The master plan's total projection is 90,000 jobs over some 15 years. The Hansae and ShinWon amounts were verified against Prensa Libre (27 June 2025) in the audit of 2026-08-19; the employment figures are announced projections, not jobs created.

Parque Industrial Unisur is at km 20 of the Pacific highway, Bárcenas, Villa Nueva, in the southern corridor (CA-9 South/CA-2). It is a multi-tenant warehouse complex; documented tenants include Emusa S.A. (warehouses B1-B3), per the Chamber of Industry's industrial directory, and Cendalza S.A. (warehouses C3-C4), per Panjiva records. It publishes neither prices nor availability; a commercial enquiry is required.
Parque Industrial La Ceiba is at km 28.5 of the Pacific highway, Amatitlán, two kilometers from Zeta La Unión (km 30.5) in the southern corridor. According to its website it offers customizable warehouses of 921 to 1,138 m². Prices are not public and there are no verified occupancy or availability figures.

Tecnopark is at km 67.5 of the road to Taxisco (CA-2 East), Escuintla, on 256 ha. Revista Summa reports 100 completed class A warehouses, with estimated investment of US$50 M and 700 direct jobs. Multinova, by Grupo Rosul, is a class A warehouse complex for rent in San Miguel Petapa, in the metropolitan area, with more than 70,000 m² across two phases, aimed at distribution, light manufacturing and logistics. The source is sponsored content (Prensa Libre C-Studio), so this is a promotional claim. Prices are not public; the contact is Grupo Rosul (gt.linkedin.com/company/rosulgt). Grupo Rosul belongs to the Guatemalan Warehouse Guild (Gremial de Bodegas de Guatemala).

InnovaPark, developed by ÍNTEGRO and announced in August 2026, is marketed as the 'first industrial park inside a 10-minute city' in the metropolitan area; the exact location is not documented in the dossier. It offers office-warehouses from 690 m² up to buildings of 4,000 m², with 12 m clear height and floors rated at 5–8 t/m², according to Revista Summa and the project's website; these are promotional claims, to be verified. Parque Industrial CAES is at km 27 of the road to El Salvador, in the urban-commercial growth belt east of the capital; its listing on Idea Central publishes no prices. Grupo Industrial is a developer of warehouses and office-warehouses with several projects in the metropolitan area, likewise with no public rates. Both require a commercial enquiry and neither was audited.
The Guatemalan Warehouse Guild (Gremial de Bodegas de Guatemala) brings together operators such as Grupo Rosul and organizes Expo Bodega. Invest Guatemala keeps a one-pager of industrial parks with available space (March 2025), whose content could not be extracted and must be downloaded in the data phase. No industrial market report (buildings/warehouses) from a consultancy such as CBRE, Colliers, JLL or Cushman specific to Guatemala, with average rent in USD/m² and vacancy, was found; JLL covers only offices in its public LatAm report.
The only published prices are commercial listings (tier c), useful as a market benchmark rather than as an official series, current as of the consultation date (2026-08-19). At km 9.2 of the CA-9 North, Zone 17, a refurbished 4,579 m² warehouse is offered for rent at US$3.00/m² plus VAT (EasyBroker). At km 28, the Atlántica 28 logistics park offers 15 warehouses of 500 m² with 9 m height: rent at US$6/m² plus VAT and service charge, or sale at US$1,000/m² plus taxes (Rialta). An office-warehouse condominium on the CA-9 North sells units of 600–2,400 m² from US$900/m², with an estimated value at delivery of US$1,200/m² (a promotional claim, Mappi). The Ofibodega Punto Atlántico, km 23, publishes no price on its listing (Terzetto). The dossier proposes building an industrial_rent_ca9_usd_m2 benchmark from quarterly sampling of dated listings.
