Guatemala has been a member of the World Trade Organization since 1995. According to the WTO tariff profile (World Tariff Profiles 2026), 100% of its tariff lines are bound: every one carries a ceiling committed at the WTO. That ceiling is high — the final bound tariff averages 41.3% — while the tariff actually applied is low (5.5% simple MFN average in 2025). The 100% coverage was verified in the adversarial audit against the WTO PDF.
