Moody's affirmed the Ba1 rating with a stable outlook on 30 Apr 2026, one notch below investment grade. It pointed to “growing institutional momentum, solid economic growth and limited external vulnerability” and to 2025 growth of 4.3%, above the 4.1% it had estimated. It noted that reaching investment grade requires public investment to rise from ~1.6% of GDP to 3–4%. It also warned that the massive inflow of remittances “has not translated into real development” because of high informality. The Ministry of Public Finance (Minfin) published Press Release 29 (May 2026) on the affirmation; the server blocked the download and its text remains to be verified.
