It is no longer the main threat: kidnappings reported by the PNC — 2018: 28; 2019: 17; 2020: 15; 2021: 9; 2022: 11; 2023: 13; 2024: 9. OSAC states that "kidnapping is no longer as viable a criminal enterprise as extortion"; current cases are almost always tied to drug-trafficking disputes, and the State Department does not assign Guatemala the "K" (kidnapping risk) indicator in its Travel Advisory. "Express kidnapping" linked to unlicensed taxis persists as a specific urban risk (dossier 12 §10.4).
