According to the EF EPI 2025 fact sheet (scores extracted in the 2026-08-19 audit), by region the department of Guatemala leads with 519, followed by Quetzaltenango 513, Sacatepéquez 511, Chimaltenango 486, San Marcos 460, Totonicapán 413, Chiquimula 406 and Escuintla 374. By city: Guatemala City 519, Quetzaltenango 513, Chimaltenango 485, San Marcos 458 and Antigua Guatemala 444. Only the metropolitan area, Quetzaltenango and Sacatepéquez beat the national average of 510; Escuintla, site of a proposed BPO hub, records the lowest score on the list.
