Gross secondary enrollment was 49.6% in 2024 and gross tertiary enrollment 27.3% in 2023, against 22.6% in 2019 (World Bank, SE.SEC.ENRR and SE.TER.ENRR). As a flow reference, around 2015–2017 the BPO sector cited some 160,000 young people graduating from upper secondary each year; the figure is old and must be checked against the Ministry of Education (MINEDUC) Statistical Yearbook, which publishes enrollment, promotion and graduates by level and department and has yet to be mined as a primary source.
