The mobile market is a duopoly: Tigo (Millicom) and Claro (America Movil). The regulator is the Superintendency of Telecommunications (SIT), which administers spectrum (the National Frequency Allocation Table) and numbering, keeps the registers of Commercial Network Operators (ORC), Local Network Operators (ORL) and International Gateway Operators (OPI), and publishes telephony statistics. The framework law is the General Telecommunications Act of 1996; it is believed to be Decree 94-96, but the number must be confirmed against the Diario de Centro America or SIT regulations.
