Permanent residency as a rentista (person of independent means) or pensioner (Code article 78 e); IGM-016-2025 articles 31–33) requires a 'minimum individual monthly income of one thousand two hundred and fifty dollars' (US$1,250) plus US$300 per dependant (spouse, unmarried children under 18 or legally incapacitated). A rentista is someone who receives income from abroad (deposits, companies, real estate, securities in foreign or local currency acquired with foreign exchange, government securities); a pensioner is someone receiving a retirement, widow's, orphan's, disability or social security pension. Paid activity is prohibited, no guarantor is required, the status is indefinite and the fee is US$400 (dossier 12). A certificate of continuing income must be filed every five years; whether the previous regulation required it annually was not confirmed. Open question: whether a rentista resident's pensions and foreign income are subject to income tax (ISR) under the territorial source principle (Decree 10-2012) — not resolved in this dossier; cross-check with 03-impuestos.md. Opening an account in US$ is standard practice under the Free Currency Trading Act.
